New guidelines of unlock 4.0 were released on Saturday by the government.The MHA order allow certain phases re-opening of activities in the fourth round of unlock, it has continued to extend lockdown in containment zones September 30. An MHA release said that the new guidelines are based on feedback received from state and UTs and extensive consultation help with related Central Ministries and departments.


 what is a lock pin unlock for

  1. Metro rail will be allowed to operate from September 7 in a graded manner.
  2. No restrictions on inter – states and intra – State movement of people and goods.
  3. No separate permission for e- permits will be required.
  4. Social / Academic / Sports / Entertainment / Cultural / Religious / Political function and ther Congregation will be permitted with a ceiling of 100 Person, from 21 September.
  5. Open air theatre will be permitted to open with effect from September 21
  6. From September 21 outside containment zone States / UTs May permit October 50 per cent of teaching  and non teaching to be called to the schools at a time for online teaching tele – counselling and related work.
  7. Only essential services will be allowed in containment zone.
  8. Lockdown will continue in the containment Zones September 30



Here What is is remains closed in unlock 4 

  1. School, Colleges, Educational and coaching Institutions will continue to remain closed for students.
  2. Entertainment Hall,  Entertainment Park, Swimming pool, Theatre will be continue to remain closed.
  3. International air travel except as permitted by M H A, to remain suspended.
  4. Persons above 65 years of age Person with morbidities, Pregnant Women and children below the age of 10 years are advised to stay at home, except for meeting essential requirements and for health purposes.






The Description of above Letter: 

The ministry of home affairs (MHA) has issued new guidelines today for opening a more activity in areas outside the containment zone. In unlock 4, which will come into effect from September 1, 2020 from the process of phased reopening of activity has been extended further from the new issue today on feedback received from state and UT. and extensive consultation held with related Central Ministries and departments.

salient features of new guidelines 

* metro rail   will be allowed to operate 7 September 2020 In a graded manner. by the Ministry of Housing and urban Affairs(HOHUA) Ministry of Railways(MOR) in consultation with MHA. In this regard, Standard Operating Procedure(SOP) as we will be issued by MOHUA.

* Social/ Academic/ Social and Entertainment/ Cultural/ Political and other congratulation will be permitted with a feeling of 100 persons with effect from 2 1st September 2020. However, such as limited gathering can be held with mandatory wearing of face mask, social distancing provision for  provision thermal scanning hand wash or sanitizer.

* open air theatres will be permitted to open from 21 September 2020 After extensive consultation with state and UTs it  has been decided that school, colleges, educational and coaching institution will continue to remain closed for students and regular class activity up to 30 September 2020. Online/ distance learning shall continue to be permitted and shall be encourage, However, following will be permitted areas outside the containment zones only, with effect from 21 September 2020  for which, SOP will be issued by the Ministry of Health & Family Welfare.
